It is also relevant to sachets used for free cosmetic samples and single-dose products distributed as part of a commercial activity.

PPWR timeline for flexible packaging
12 August 2026 — PPWR applies. The Regulation becomes the main EU framework for packaging and packaging waste. Important technical requirements are introduced progressively.
From 2030* — Design for Recycling. Packaging will need to meet EU recyclability performance requirements. Recyclability will be assessed using grades A, B or C, with packaging below 70% considered technically non-recyclable.
From 2035* — Recycled at Scale. The assessment will also consider whether the relevant packaging category is effectively recycled at scale.
From 2038 — Higher recyclability threshold. Packaging placed on the EU market will need to achieve recyclability Grade A or B.
Sampless™ — designed for recycling
MINIPAK already offers Sampless™ mono-material sachets made from polypropylene (PP) as a design-for-recycling alternative to conventional multi-material sachet structures. The laminate is designed for recyclability in line with CEFLEX Design for a Circular Economy guidelines and can be recognised and sorted as PP by NIR sorting systems.
Sampless™ supports the transition toward the recyclability objectives of PPWR*.
* Formal PPWR recyclability compliance or an A/B/C PPWR grade cannot yet be demonstrated because the EU Design-for-Recycling methodology and detailed performance criteria still have to be completed through delegated legislation.
